Constituency Empowerment Department officially installed

St. Kitts and Nevis (WINN): The long awaited constituency empowerment department was official installed on Friday with a ceremony and the opening of its new building on the grounds of the Ministry of Agriculture in Le Guerite. The department which was first introduced when the Denzil Douglas government was sworn in after the 2010 Federal Elections and which was under the purview of former senior minister Dr. Timothy Harris, was designed to ensure that the power, management, authority, responsibility, control and accountability are spread throughout the various constituencies, for the benefit of the people.

On Friday, minister of constituency empowerment, Prime Minister Dr. Denzil Douglas declared that the department hopes to accomplish the participation and involvement of citizens in communities. “First we wish to see and working to ensure ever increasing levels of participation and involvement by the citizens and residents of our federation within the communities in which they live,” Dr. Douglas said. He noted that the intention is also to increase communications between nationals and residents and the constituency empowerment department. This, he said will ensure a stronger and more vibrant democracy. 

Mr. Ashton Stanley, Permanent Secretary in the Ministry of Agriculture is assuring that the constituency empowerment department is designed in a manner to work with other ministries in achieving its development goals. “Let us make it clear now, the department of constituency empowerment has development mandates and performance indicators that are quite similar to existing ministries. This is a deliberate attempt at ensuring that the department can work closely with all government departments to achieve national development goals,” Mr. Stanley said.  

Meanwhile, Director of Constituency Empowerment Dr. Joyelle Clarke signed a memorandum of understanding with three community groups that will be working for the next eight months to create a manual. This manual will be a guideline for communities when seeking to develop their respective areas.
